SM Cagayan de Oro Supermarket will house the Premyo sa Resibo (PSR) booth of the Bureau or Internal Revenue (BIR), every weekend, starting Dec. 4-5, 2010 until Jan. 8-9, next year, except during Christmas and New Year holidays.
Regional Director Esmeralda M. Tabule of BIR Revenue Region 16 that covers Northern Mindanao, said the PSR is actually an incentive and reward program of the BIR where consumers can submit via Short Message Service (SMS), the official receipt (O.R.) information in exchange for an entry and a chance to win P1M and other exciting prizes.
The PSR aims to encourage and reinforce the behavior of issuing OR’s by the business entities and/or professionals and for the consumers to demand OR’s every time they make a payment for goods or services.
It is also aimed at building a database of actual OR issuances, which BIR can use to uncover fraudulent and erroneous receipts and ran after tax evaders (RATE) which is one of its flagship programs to make sure that the correct taxes are paid to the government,” Tabule said.
She said a BIR helpdesk, which is manned by their employees to answer queries on tax-related matters and a “pachingco” game with prize allocation is set up in the booth.
To qualify, consumers are asked to text the following: PSR (space) TIN # of O.R. (asterisk), O.R. # (asterisk), O.R. Amount, then send to 9777 for single entry or 9778 for multiple entries. Qualified O.R.’s for this year are those dated Jan. 1, 2010, onwards, at P2.50 per entry.
Tabule said SM has agreed to house the PSR booths inside the various SM supermarkets nationwide for a total of 216 days since August 21, this year, up to April 10, next year.
For the Greater Manila Area (GMA), alone SM has housed the PSR booths for 104 days, Southern and Northern Luzon for 30 days each, Visayas and Mindanao, 16 days each and  a “ad hoc” of 20 days to give its customers a chance to win instant PSR prizes.
Meanwhile, Aimee D. Valencia, Regional Information Officer of BIR RR16 said at least 1.3M consumers had participated in the PSR Project of the BIR since its inception in June 2006.
These consumers actually submitted a total of 167.6M entries from the O.R.’s of 1.5M establishments, nationwide and given out prizes amounting to Php 154.4M.
Of these establishments, however, 7,000 cases have been verified to issue un-official O.R.’s resulting in the collection of penalties amounting to P4.2M in favor of the government, Valencia added.(PIA)

    I think that is a good technique for BIR for the consumers to be encouraged in collecting their receipts. I hope their goal will be fully realized. Whether, they collected the right taxes from the people or not, it may be useless because it will just be corrupted by corrupt officials. That’s the fact.
