RDC-X in search for special non-voting members Cagayan de Oro City (11/16/10) – The Regional Development Council of Northern Mindanao (RDC-X) is now in the process of organization for the term 2010-2013.As such, it is now seeking to designate Special Non-Voting Members (SNVM) which may come from both the public and private sectors upon concurrence of the majority of the regular members, Engr. Leon M. Dacanay, Jr., Regional Director of the National Economic and Development Authority (NEDA), region 10, said. As provided for in Executive Order No. 5, however, the SNVM may participate in the deliberations of the agenda during RDC conferences but are not allowed to vote on matters needing Council decisions.Dacanay also said the term of the SNVM shall coincide with the regular term of the local elective officials and the private sector representatives.Meanwhile, as a matter of procedure, any member of the RDC may nominate an individual or an organization to be a SNVM, provided that the individual nominees must be a Filipino citizen of legal age.The nominee must not have been disqualified by law, with proven track record in his area of specialization in the region and must be willing and able to participate in all RDC activities. Likewise, the nomination must also be made through the Executive Committee and/or concerned RDC sectoral committee which shall review and endorse the same, based on the guidelines.Upon recommendation of the Executive Committee and/or concerned sectoral committee, the RDC Full Council shall then confirm the membership of the SNVM’s in the Council.The sectors where the SNVM may come from include the business, people’s, religious and non-government organizations, as well as, industry, cultural and professional associations, civic clubs, cooperatives, etc.Dacanay also said among the SNVM’s clientele are women, farmers, fisher folk, urban poor, cultural minority, senior organizations, street children, scientists, students, professionals, disaster victims, vendors, entrepreneurs, youth, landowners, laborers, landless, and the like.It should also have the following concerns: agriculture and fishery, environment, industry and trade, tourism, science and technology, education and manpower development, health and family planning, social welfare, disaster control, housing, water, energy, transportation. communication, local autonomy , peace and order and justice.
