Mayor Emano plans to pursue 20-has. Isla deOro Reclamation Project under BOT scheme If plans go well, a 20-hectare reclamation project will be implemented at the Isla de Oro islet and its nearby areas under a Build-Operate-Transfer (BOT) scheme. This was revealed by City Mayor Vicente “Dongkoy” Emano during his weekly radio program this morning even as he bared some of the city government’s thrusts and top priorities. Mayor Emano pushed for the implementation of the Isla de Oro reclamation project as he feared that the water emanating from the Cagayan de Oro River became stagnant and posed health hazards to residents in the area. The river, which separate the islet and the mainland, stopped flowing in motion after its mouth upstream was blocked by the on-going construction of the riverbank project. The riverbank protection project was started by former City Mayor Constantino “Tinnex” Jaraula and formed part of the latter’s conceptualization of the “Golden Mile” riverbank development project. If left unattended, the City Chief Executive explained that the murky and foul-odor water from the river will become a breeding ground of dengue-carrying mosquitoes. As he lures local and foreign investors to finance the reclamation project, Mayor Emano suggested that the percentage of the profit-sharing scheme should be 45 percent for the city government and 55 percent for the proponent. During his nine-year mayorship from 1998 to 2007, Mayor Emano had implemented multi-million infrastructure projects in Cagayan de Oro City under BOT scheme. These include the construction of the city’s two biggest public markets- Cogon and Carmen. Aside from pursuing the reclamation project, the city government will also implement the river dredging operation in an effort to lessen the accumulation of siltation at the Cagayan de Oro River. It has been observed that the Cagayan de Oro River usually overflows whenever continuous downpour occur due to heavy siltation that caused its water to shallow. At the same time, Mayor Emano assured the public that he will continue the implementation of infrastructure projects which were started under the administration of former Mayor Jaraula. “That’s why I hired him (Jaraula) as a P1-a-year consultant because I want to work with him in running the affairs of the city even though he’s now enjoying a private life,” Emano said. Among the notable on-going priority projects of the previous administration include the four-storey, P170-million City Hall Legislative & Administrative Building; the P15-million New City Amphitheater; riverbank protection; drainage system; among others.
