LAPASAN barangay chairman Bong Lao and his residents are now challenging Mayor Vicente Emano to produce authenticated documents that he has indeed dipped his hands in the P3.5 million funds for the land-filling project in Sitio San Juan 2 and Sitio Lapaz Seaside in his barangay.
“Ako silang gihagit nga magpakita gayud ug mga voucher ug uban pang mga documento kay kanang proyekto sa pagtambak-tambak ilaha man kana sa syudad dili kana sa barangay (I am challenging Emano and those who are involved to produce documents for their allegations that I am to blame on how this land-filling project mess because that project is being initiated by the City Government not under our Barangay),” he told Sun.Star Cagayan de Oro lastnight.
This as Emano during an oath taking for the urban poor in the Lapasan area said the City Government project could no longer complete the P3.5 million Land-Filling project as Lao has already corrupted the money for this project.
But Lao recounted how after the huge fire that gutted down the houses at Sitio San Juan 2 and Sitio Lapaz Seaside, he went to Emano to ask for some help for this land filling project.
At that time, he has estimated that the project to cost only P300,000 as there was a private firm who was willing to date the soil to be used to fill up on that seaside area for the fire victims to be able to properly put up their homes again.
“Ang akong estimate ra gyud adto mga P300,000 kay naa may mo-donar sa yuta nga itambak…pero kay ingon man si Emano nga P3.5 million daw ang proyekto ug sila bitaw ang mo-implement ako nalang silang gipasagdan (That P300,000 was just my estimate as there was someone who want to donate some soil…but as Emano said the project would cost P3.5 million and that it would be the City Government who would implement it so I left them to it),” he said.
Lao said the residents themselves know that it is the City Government who is implementing the project contract now awarded to Emano’s PaDdayon Pilipino political lieutenant Sangguniang Panlalawigan (SP) member Norris Babiera’s construction firm called Rakim Construction.
According to him, Lapasan residents know this as fact as they themselves have witnessed how the project as progressed and now can no longer be completed.
But Babiera for his part he told that he does not own Rakim Construction.
“Dili na ako. Contractor na Bong Lao iya mga project. PSB Enterprises ra ako. Ako kabalo dako gepangayo Bong Lao ana nga project. Naa affidavit contractor give siya P500,000 (That Rakim Construction is not mine. The contractor is Bong Lao for his projects. What is mine is PSB Enterprises. I know how big the Lao asked for that project. There is even an affidavit signed by the contractor that Bong Lao asked for P500,00 for that project),” he said.
Lao for his part also challenged Babiera to produce this affidavit and stand to witness it as authentic.
“Kana ilaha butang-butang ra kana…kay ilaha gud kanang construction firm dali ra kaayo diktahan nila nga maghimo-himo kanang gi-ingon ni Babiera nga affidavit (That statement is just their black propaganda against me… as the construction firm belongs to them they can easily dictate the contractor to fabrication this affidavit that Babiera is talking about),” he said.
According to several Barangay Lapasan residents particularly those who were to be the beneficiaries should this project be fully completed, they said it was Emano’s fault.
They recounted how they were taken aback when Emano slammed their barangay chairman over how the funds for the project has run low and that it could no longer be finished.
“Garapal ra kaayo si Mayor Emano nga iyang itumbok sa among kapitan ang sala ana nga proyekto nga iyaha mana nga project iya man gani nang tao nga si Babiera ang contractor ana! Diha pa gyud niya gisulti sa amoang barangay! (It was too stupid of Emano to accuse our Barangay Chairman Lao to be the one to blame for the incomplete project when it was even Emano’s contractor Babiera who is the one awarded the contract of that project!),” Dodong, a Lapasan resident said.
He added that he even saw City Engineer Jorie Bingona and Babiera sometime last year overseeing the project.
Another resident said Emano has indeed betrayed Lao just as he betrayed Atty. Fred Gapuz who served him for the past 31 years as lead counsel and has tried his best to keep him out of jail.
“Walay palabra de honor og delicadeza si Emano nga kalit lang niya pasanginlan si Capitan Bong Lao ana nga proyekto…si Bong Lao pa gyud nga nagtambang sa iyaha nga makadaug niadto pang 1998! (Emano has no sense of honor and debt of gratitude to accuse Lao of being the one messing the project…Bong Lao was the one who helped him to win as mayor of the city since 1998),” he said.
Lao is a member of Emano’s PaDayon Pilipino “Magic Eight” who has helped this Tagoloan-born mayor to grab the mayoralty seat from Atty. Erasmo Damasing, Jr. in 1998.
But as Emano betrayed his promised to Lao by favoring other PaDayon Pilipino members, this barangay chairman is now running for a seat at the City Council but this time it would under the opposition party, PDP-Laban.
